The Building Technologies Office (BTO) develops, demonstrates, and accelerates the adoption of cost-effective technologies, techniques, tools and services that enable high-performing, energy-efficient and demand-flexible residential and commercial buildings in both the new & existing buildings markets, in support of an equitable transition to a decarbonized energy system by 2050, starting with a decarbonized power sector by 2035. Since BTO flats are sold by the government at highly subsidised prices and not by owners looking for capital gains, BTOs are generally cheaper than resale flats. Also, BTO flats are smaller than older HDB resale flats, so they have a lower absolute price for each unit and hence more affordable.

How is BTO chosen? ›

When applications open, home buyers apply for their desired estate and flat size (e.g. Toa Payoh, 4-room flat) on the HDB website. After applications close, HDB uses an online BTO balloting system to assign balloters queue numbers. Typically, after three to six weeks, the BTO ballot results are released.

Before you apply for and make that HDB appointment booking, it is important you know the difference between the different government-subsidised HDB flats. If you don't know already, BTO flats are housing you buy directly from HDB. Generally, BTO sale launches happen quarterly, in February, May, August and November.
