He said the state acquired the right-of-way to many parcels of land along Calumet to build the overpass and several homes and businesses were removed. Upon completion of the overpass, the city was given the piece of property by the Indiana State Highway Commission where the erosion is taking place, Conley said.

S. hostages. PageA-12. Police Monitors Purchased HAMMOND The board of public works and safety awarded a contract Thursday for the purchase of police department television surveillance equipment. The contract was awarded to Videotech, of Hammond, on a low bid of $14,696.

Other bidders were Communications Systems, South Bend; New Era East Chicago; Alert Alarm, Merrillville; and, Motorola, Inc. The equipment will be installed to monitor activity in the main corridor of the police department, on the ground level at City Hall, and in the police booking area. It was the second time the project was bid. The first set of bids was rejected because none met specifications. Commissioners also rejected two bids Thursday for the purchase and installation of bus shelters.

Bids from Columbia Equip of Jamaica. N.Y., and Brascoe, of Garden City, were rejected because the proposals did not include non-collusion affidavits. The affidavits are legal documents designed to prevent price-fixing. The board accepted one bus shelter bid and referred it to City Bus Coordinator Karl Gaisser for his recommendation. That bid, for $12, 630, was from Jennings Playground School Equipment, oi Macatawa, Mich.

The Jennings bid is for only four of the 35 shelters scheduled to be installed throughout the city, Gaisser said. Three wooden shelters will be Installed at three stops in Downtown Hammond and a fouth wood one at the Woodmar Shopping Center, Gaisser said. The cost of the shelters Is $4,200 each. The rejected bidsd were for aluminum shelters to be Installed at other stops. The aluminum shelters will be readvertised for bids, Gaisser said.

Chester Baliga, sewer department director, said crews have Inspected Seeking Bonding HAMMOND -Northern Indiana Public Service Co. Thursday asked the Public Service Commission for approval to issue and sell $60 million of long-term, first-mortgage bonds.

The utility also asked for authority to Issue 2 million shares of no par value common stock, plus an additional 500,000 shares of common stock under its employee stock purchase plan. NIPSCO Chairman Edmund A. Schroer said proceeds from all three issues will be applied to the cost of additions to utility properties, including payment of short-term borrowings for its construction program. At the utility's annual meeting April 9, shareholders authorized Issuance of up to 15 million additional shares of common stock and 500,000 shares of stock under the employee purchase plan. Although several shareholders complained that their holdings are being diluted by new stock issues, Schroer said the practice is necessary to keep the utility's debt at reasonable levels.

Schroer noted Thursday that the utility's announcement is not an offering. The proposed new securities cannot be sold until registration statements are filed and made ef-f ective by the Securities and Exchange Commission.
